Correct.  It is too bad you had to spend time troubleshooting a problem
beyond
your control.

The list of servers comes from a single site, but you can do manual updates
from a package server near you.

If you can afford to wait things should get sorted out in a few days.
Many of my colleagues,however, spend long periods in the field with limited
internet access.  It is not unusual to need last-minute TeX updates
for documents they will be working on while offline, so an unscheduled
or unannounced outage can be a serious problem.

TeX Live does not rely on a single server.   It does lack on-the-fly
package installs, but with cheap disk many users simply install the
complete TeX Live system.  Note that TL and MiKTeX have slightly
different criteria for which packages to include, as well as different
updating policies (TL tries to release binaries just once a year).
