Yes.  I have done that in the past (we had a mix of MiKTeX and Tex
Live/MacTeX users).   If you use a 3rd party editor that runs
[pdf|lua|xe][la]tex
for you then if depends on whether the editor makes it easy to switch.
Both
TL and MiKTeX provide a command-line environment that should adjust the
system path to put the chosen distro bin directory before the other.  There
can be some confusion if you routinely set TeX-related environment
variables or happen to use a binary that is only available on one distro.

For most experienced users the complications are minimal.  If you don't
