SOLVED: Problem(s) with Miktex 2.9

Ok,
This morning I was able to perform the following steps from the command prompt 
in Windows Vista with no reported errors:

C:\Users\name>mpm 
--set-repository=http://mirror.ox.ac.uk/sites/ctan.org/systems/win32/miktex/tm/packages/
   C:\Users\name>mpm --update-db
C:\Users\name>mpm --install=<package> (several packages were installed successfully)

Thanks to the Miktex team for their "weekend work" --- good job :-)
