-jobname broken?

Hi,
Is there a way to set \jobname from the command-line?  latex --help claims
I should use -job-name=, but this doesn't work (and neither does -jobname):

$ (echo '\relax'; echo '\message{\jobname}') | latex -job-name=foo
This is pdfTeX, Version 3.1415926-2.5-1.40.14 (MiKTeX 2.9 64-bit)

LaTeX2e <2014/05/01>
Babel <3.9l> and hyphenation patterns for 68 languages loaded.

On Linux, I get:
$ (echo '\relax'; echo '\message{\jobname}') | latex -jobname=foo
