Thank you very much for your help. The problem seems to be solved. 
This is what I did, following your advice:

Updated all update-able files, using the MikTeX package manager
Chose a concrete repository for downloads in the US (instead of the default "random repository"), using the MikTeX
Updated the MikTeX settings, using the MikTeX settings tool

I don't know which one of these helped---maybe all three!

This sounds as if something is/was blocking some miktex files. Close
everything miktex related (texworks, yap ...), then open miktex
settings and recreate the formats and the fndb.

Perhaps the package was defect. Open the package manager, change to
some other repository and try to install plgraph from there.

Depends how you did install it. The basic version has been packaged
some time ago, so it is normally not up-to-date.
