Multiple of 9 characters?

test_case_1234_bug.tex  filename has 18 characters
testcase1234bug.tex     filename has 15 characters

Alas, nto simply 9 characters. I have a file which I might call

test_case_1234_bug.tex

Fails.

But testcase1234bug.tex compiles fine.

At my end, the underscore 'issue' is the most general, pernicious problem.
