are expl3 and l3kernel packages broken?

Hi,
today I upgrade my MikTeX (64-bit) installation. Trying to compile one 
TikZ picture in coding, I receive error:

- Support package l3 kernel too old.

but
I have installed its last version (from 2026/03/29). In the the same 
time the xparse.sty was opened, where I see, that in it generate this 
message

(RequirePackage{expl}[2016/03/28].
\@ifpackagelater{expl3}{2016/03/28}
     {} ...

However in packed manager I can not find expl3 package at all.

Since by this error my (urgent) workis halted, I kindly ask for help to 
overcome this error.
