Thank you to all,
who respond to my above post!
I receive your advices in form of MikTex-Users Digest, Vol 118, Issue 5.
Following them I (after some unsuccess trying ...) succeed to do the
following:
- with package manager I remove l3kernel package from MikTeX tree
- download l3kernel.tds.zip and extract it in the localtextmf tree
(where is in (already existed) branch /tex/latex)
- refresh database.
And now all work fine.
