Very well. Can I get a hold of a debug version of fc-cache to confirm or disprove that? I have tried to produce some meaningful report by setting MIKTEX_TRACE to "files", starting Sysinternals DbgView and running "C:\TeX\MiKTeX 2.9\miktex\bin\fc-cache.exe" --verbose --verbose --verbose --miktex-admin but the information received is zero (the debug view is completely empty).
