All of the packages installed without error, and ran the manual updates 
noted here:

https://miktex.org/alert/package-refactoring-2016-11

However, if I try to compile any file(s), I get a window popping up 
which says:

The required file

tex\latex\graphics-cfg\graphics.cfg

is missing. It is part of the following package

graphics-cfg

The popup points at a repo, and asks if I want to install it. Click the 
install button  -- no errors.

However, I try to do a compilation, crashes and burns. I usually use 
LateX -> .dvi -> .ps -> pdf as my default compile sequence.

The first part seems to work, but the .dvi file that is created seems 
corrupt, somehow. Can't open it with yap, or any other dvi reader.

Here is a simple MWE below) - .dvi created, but not readable (nor can I 
compile it to .ps). If I try to open the .dvi file, this is the error log:
