As far as I can see pdfclose.exe is a wrapper and is (re)created
when initexmf --mklinks is called. But for some reason the access to
pdfclose is not allowed. Can you move/rename/delete pdfclose.exe?
And if you try after the rename can you run on a command line (you
probably need admin rights)

initexmf --admin --mklinks

?
