Bob, When someone subscribes to the "MiKTeX-Users" mailing list, one of the questions that is asked is "Would you like to receive list mail batched in a daily digest? If the new subscriber answers "yes", then the postings are sent out (at most) once per day, in the form of a "digest", and that message is labelled "MiKTeX-Users Digest, Vol xx, Issue yy", where xx and yy are determined by the mailing list program (which is called "Mailman"). So, it not surprising that you found nothing; there is no permanent document with this name; it is only a label that is attached to _some_ of the output from Mailman for this list. It just happened that a subscriber received a digest (rather than a bare posting), and responded to it. I hope that this helps.
