How is the current package set is being determined? I browsed
http://mirror.aarnet.edu.au/pub/CTAN/systems/win32/miktex/tm/packages and
found that the latest packages is yesterday, but it is not in miktex mirror
list.

Any reason you apply this policy? I lived in Australia currently, and I
believe I should be able to download from Australia mirror listed in CTAN,
such as mir­ror.aar­net.edu.au or nearer mirror such as mir­ror.aut.ac.nz .

But with this policy, I have to download from Japan or USA, which is more
further than Australia or New Zealand, and causing the download to be
slower.

The Update Miktex application have the option "I want to get updated
packages from a remote package repository", but it does not allow me to
manually select Australia or New Zealand mirror that are not listed in
https://miktex.org/pkg/repositories

At least if there is an option to manually select other mirror, you could
maintain the policy, but user are free to select mirror that are
geo-restricted
