FYI: pdflatex hangs

I am continuously updating my MiKTeX installation. On one machine, pdflatex
just hangs after the start (pdflatex test.tex). Independent if the

If I start it without filename, the usual prompt comes up:

The "old" trick

initexmf --mklinks --force

solved the issue for the first time, but subsequent calls of pdflatex did
not succeed.

Any ideas (besides reinstalling)?
