If it is a shared drive, then you can set up a local package repository 
and use it for you MiKTeX updates. A local package repository can be a 
local network resource: \\ComputerName\SharedFolder\Resource

No, it contacts the web service at api2.miktex.org to get the list of 
valid URLs.
