miktexsetup.exe cannot find its own DLLs

Hi, I am trying to install miktex in our organization using mixtexsetup.exe and a local package repository on a smb share. When I run the installer it fails with not being able to MiKTeX209-core-PS.dll Any ideas on what I should do?
