You are mixing up the different levels: only TeX/Omega cares about
kerning pairs and ligatures, and these are included in the virtual
font (and soon in the OpenType font). Once the DVI file is written,
all kerning and ligaturing is already done [in DVI there is no way
of distinguishing white space, implicit and excplicit kerning, everything
is just "horizontal skipping"].=20

When we break big fonts into small PFB fonts, this is at the very last
level when we write out the PostScript file. At that stage it doesn't
matter anymore weither glyphs are included in one font or in many, as
long as the glyph names are correct.
