Something went wrong with your TeXLive installation. I don't use 
Windows, but I would advise you to subscribe to the TeXhax mailing list

and post your problem there, with as much information as possible (e.g., 
how did you install TeXLive?, were there any errors reported during 
installation?, etc.).
