Backtick producing a wrong character code in PDF output

Dear developers,

I reported a following bug on SumatraPDF bug reporting system.
According the the developers, this is “a defect” in the PDFTeX’s
output:
         https://forum.sumatrapdfreader.org/t/copy-and-pasting-backtick/4655/6

The problem is that after \verb|`|, it seems that the generated glyph
is marked as U+2018.

Can somebody please participate in the discussion on the link above?
