Thanks for the hint!

It appears that the outline macros in cwebmac.tex are quite sloppy at 
this time. Instead of the "number of @<named sections@>", the NOS node 
gets the total number of sections, i.e., the section number of the 
'Index.' as the (negative) value for 'count'.

Moreover, if you click on the "Names of the sections" bookmark, a 
'rangle' sign appears left of the last entry ("Try to open...").

I'll try to investigate.
