As Ross wrote, it stands for associated file. embedfile added the
key because of a bug-report about a validation error with pdf/A-3u. 
I don't own the relevant ISO standard (ISO 19005-3:2012) so I could
only guess that it added the two keys /AF and /AFRelationship to PDF
1.7.

In any case you can not assume that it is always there, but if it is
there it will point to embedded files.
