To be able to include MetaPost you need to make available the Context mac=
ros
by Hans Hagen.

Then you have installed the proper package there.

As far as I know dvips is not able to include pdf files.

Although PPower4 can be used with either pdflatex or the combination of
latex and dvips you need to pay attention that the document does not
use things, which are only processable by one of them.
