Help with babel in tetex

I need some body to help me in that:

I want hyphenation of the spanish language. I did the following
1. I run as root the texconfig utility
2. I selected hyphen option
3. An delete the %! in the spanish sphyphen.tex line
4. then I saved the changes.

But when a run latex dont load the hyphenation for the spanish language. I have
suse 9.1 professional.
