Rationale of different texmf-trees

Hi all,

I have not really understood the rationale with the different 
texmf-trees and what belongs where.

Browsing through the tetex-pretest mail archive I found:

This makes sense, but then I wonder why texconfig stores its local 
configurations in texmf-var and not in texm-local. It does not make 
sense (to me) to set texmf-var=texmf-local. Also, at the moment I have 
local configurations for e.g. xdvi in texmf-local, this is corrrect 
right? It shouldn't be in the texmf-var tree?

Could someone maybe clear things up for me a little?
