[2.96.1] texconfig still uses the etex directory of the texmf tree

In the 2004-03-22 beta, texconfig puts language.def in the etex/plain/config
directory. According to texmf.cnf (and ANNOUNCE-20040208) it should be put
in the tex/plain/config directory.
