The text of the man pages now mentions these programs, mentions that
they are symlinks in the web2c implementation, and mentions that they
might not exist at all, like this:

       The pdfinitex and pdfvirtex commands are pdfTeX's analogues to the ini-
       tex and virtex commands.  In this installation, they are symbolic links
       to the pdftex executable.  These symbolic links may not exist at all.

It is quite possible, by the way, that the manual pages and names of
the programs never were completely in sync in the first place.

It looks like the cweb man page may need some revision.  As far as I
know, once installed as cweb.1 you do not actually need symbolic links
to ctangle.1 or cweave.1 as man's indexing should allow the page to be
found for 'man ctangle' and 'man cweave' anyway.  (Though there may be
some platform dependency here as well, this should work for Debian at
least.)

A few notes in the mf manual page should do, frex:

       On  some systems, there are two Metafont binaries, mf and mf-nowin.  On
       those systems the mf  binary  supports  graphics,  while  the  mf-nowin
       binary  does  not.  The mf-nowin binary is used by scripts like mktexpk
       where graphics support is a nuisance rather than something helpful.
