There are .map files with duplicate names under dvips and under dvipdfm. Updmap needs the dvips versions to construct the dvipdfm maps -- if it finds the dvipdfm versions then the pdftex.map file will be wrong. If support for cm-super is included, some risks are avoided, but against that you have the danger that some support files will be changed in the distro - creating extra work for the maintainers. When you buy a commercial font you don't usually get the TeX support files, so in that case teTeX has a good reason to include them.
