That is true and a bug. texconfig should recreate the formats when
updating pdftexconfig.tex.

Fixed. I still pack the archives by hand and I did run some checks on
the permissions. Hm... I should write a script which makes sure that
such things are no longer overseen.

Yes, I can try that (using --group=root as I don't have the staff group).
