2.99.4 release

This 2.99.4 release includes some important bugfixes to pdftex (updated
to 1.20b-rc3; libpng update fixes an image inclusion bug) and xdvi.

I switched to dvipng-1.3 which includes the feedback from the latest
teTeX pretests, so I hope that all old problems are fixed now.

I am very grateful for the feedback received so far!

        * update pdftex to 1.20b-rc3
        * update dvipng (1.2 -> 1.3)
        * use CONFIG_SHELL=/bin/ksh instead of sh5 on ULTRIX
        * upgrade libpng (1.2.7 -> 1.2.8beta4)
        * fix portability problem with dvipdft
        * more fixes to texk/web2c/Makefile.in for make versions that
          make a difference between "foo" and "./foo"
        * update pdfetex-pl.pool, remove tex-pl.pool
        * small change to tex.ch which allows better translation of
          pool files
        * xdvik update (22.84.6 -> 22.84.8-CVS1)
        * fix localized configuration in fmtutil.in
        * fix ncurses' configure for ULTRIX's /bin/sh
        * adjust texk/make/rdepend.mk, to remove ./ in depend.mk files
        * dvipng: fix C++ style comments in C code
