Re: 2.99.4 release

Hi, 

two small problems:

a) there is a man page for "lambda" but no binary/tool gets installed

b) installation to $DESTDIR vs. $prefix :

for "make install" the makefiles in utils/texinfo and utils/texi2html 
use both $DESTDIR and $prefix for destination location while most other
tools/directories install to (only) $prefix.

if both $DESTDIR and $prefix is set (this was necessary in some old version ?!)
this will result in bogus install paths.

libs/ncurses/Makefile uses DESTDIR too, but there  is nothing to install
in this directory.


texk/web2c/cwebdir uses DESTDIR too, but here the man pages (the only stuff being installed
from there) are installed from texk/web2c/Makefile, so this DESTDIR isn't used either.


it would be nice to clean up this mixture of DESTDIR and prefix... 

try 

	make install DESTDIR=/tmp/test/A prefix=/tmp/test/B

to see what happens...
