ConTeXt configuration directories

Hello Thomas, hello all,
is it really necessary that ConTeXt has two config directories,
$TEXMF/context/config (with texexec.ini in it) and
$TEXMF/tex/context/config (with the language specific files in it)? I
must move all configuration files, or complete directories, to
/etc/texmf, and create appropriate symlinks, and this is kind of
complicated by this duplication.
If it is necessary, I'd be happy to learn why.
Furthermore,
$ diff -u tetex-texmf-2.99.5.20041207-beta/context/config/texexec.{ini,rme}
$
There is no difference between these files. Is this on purpose?
