Most distributions that I know, package tetex in several parts; -base, -extra and -doc. A typical tetex installation using base only costs about 10MB. For Cygwin, I include the default package tetex-tiny, that gives you tetex in about 2.5MB. I agree that it would be helpful if a sane splitup was supported by tetex development.
