one way of achieving this would be to merge teTeX and TeX Live.
TL is currently a superset of teTeX, but with a more sophisticated
package management infrastructure. It defines 912 packages,
in 58 collections. Those 50-60 packages are the sort of granularity
needed by teTeX, IMHO.
