I hope that you misinterpret some information. cmbright was removed even
from teTeX because of the weired license, claiming lppl, but putting
incompatible restrictions into the license. That was fixed and cmbright
put back into teTeX (and debian, I think).

People on debian-legal are currently discussion new versions of the lppl,
so there is hope that the LaTeX team and the debian people can agree on
a good license for LaTeX and contributed packages.
