2.99.9: 3rd (and last?) release candidate

This 2.99.9 is the third (and hopefully last) release candidate of
teTeX-3.0. "texconfig hyphen" is now back...

As usual: please, send me feedback, even if it all just works :-)

        * add "texconfig hyphen" to texconfig / texconfig-dialog
        * fix TEXMFVAR vs VARTEXMF in updmap.man and TETETXDOC.tex
        * adjust section about output texmf tree in updmap.man
        * fix eomega vs. aleph in texk/web2c/withenable.ac
        * fix typo (aleph related) in texk/web2c/configure.in
        * whitespace related bugfix in mktexlsr
        * add optional argument [format] to "texconfig init"
        * add a 1200dpi guess to mktexpk
        * cleanup of updmap.man (from Hartmut), update help string
          of updmap
        * texinfo-4.8 (final release)
        * texconfig-dialog: fix displayed A4 dimensions

Changes in the texmf area:
        * add tex/latex/nextpage/nextpage.sty
        * remove references to TMMath fonts from *35.map files
        * new version of the pdftex manual
        * update natbib
        * update fontname file: typeface.map
        * update the uktug faq
        * update memoir/mempatch.sty
        * update xkeyval
        * fix a bug in scripts/context/perl/cont_set.pm
        * updated doc/index.{html,php}
