The story behind this is that cmbright had a non-free licence (not a
plain LPPL) and after this was discovered it was not only removed from
the Debian package, Thomas removed it from teTeX, too. After the licence
of cmbright was changed it was added back by Thomas to teTeX and it was
available in the Debian packages soon later again, too.

Unfortunately the teTeX packages in Debian stable were prepared in the
time between the date when the non-free-ness was discovered and the date
when the cmbright licence was changed and therefore Debian 3.0 doesn't
contain cmbright.
