small update to 2.99.11 (note the added "b" in the filename after the date)

Well, I want to get out a fix for this broken configure script and I'd
like to hear if the new texi2html works well (and if there are no build
/ install issues about it in our context). So, a small update this time
(only the src tarball and only very few changes).

        * update texi2html (1.70 -> 1.74)
        * small fixes to kpsewhere.man
