A few hints:
  - mktexpk tries both "mf-nowin -progname=mf" and mf
  - mf and mf-nowin can use the same mf.base file
  - you can use either mf or mf-nowin as "engine" in fmtutil.cnf

To be honest, I can't really remember a problem with the old solution.
