Actually, every Linux system has Adobe utopia in /usr/X11R6/lib/X11/fonts/Type1/. Or is this something different? That means that X11 programs and ghostscript have access to the font files, but not necessarily tetex - that should perhaps be changed. Personally I favour shipping everything that's allowed, because it saves me the effort of having to piece it together myself. I appreciate the work Tom & others are doing there. Yes I prefer free software, but I am primarily interested in a functional computer system. Religious reasons are bad for technical judgement, IMHO.
