Regard it as a joke.  I definitely do not recommend it.

Yes, but texconfig copies all modified configurartion files to another
directory so that your configuration will not be lost when you install
a newer teTeX release.

Note that there had been a significant change in teTeX-3.0:
Each user can now have personal configuration files in $TEXMFHOME.

Editing the config files manually is quite dangerous unless you know
exactly how teTeX works.  And you don't make use of all the good
features provided by teTeX.
