kpsewhich unable to find fmtutil.cnf

Hello,
here is my question (I'm a complete newbye, but I didn't find any answer in
the archive):
Is it normal that the command "kpsewhich fmtutil.cnf" doesn't give any answer
(whereas kpsewhich texmf.cnf responds /usr/share/texmf/web2c/texmf.cnf)?
I have recently reinstalled tetex on my computer (under debian testing). The
tetex installation seems to be ok (tested on a simple latex file). But the
local installation (with a make command) of a shareware package related to
tetex (this package isFrenchpro, which aims at providing a good french style
for latex) complains about this file fmtutil.cnf not found. In fact
fmtutil.cnf exists, but it is located in /var/lib/texmf/web2c/
