Not to mention the Czech users who work in other parts of the world
and rely on TL to provide cstex in a way that will not cause undue
extra work for admins.

It is important to encourage contributions from people like Petr, who
has raised some legitimate concerns.  Petr should see TL as making his
life easier, not harder.

It is apparent that writing and understanding licenses is not simple,
so there is good reason to stick with one of the widely used public
licenses.

There are many ways to deal with the problem of supporting free
packages.  One way is to be very specific about which versions are
currently supported and asking that anyone having problems install a
supported version.  Having your work in a widely used compilation such
as TL ensures that the installation procedures have been tested and
most conflicts resolved (and, given a reasonable OS, that a version
can be installed in a way that does not interfere with other installed
packages).
