If the file you want to find is under /home/user/texmf/, running
mktexlsr as root will _not_ update the appropriate hash file (i.e.,
/home/user/texmf/ls_R).

You should be able to run mktexlsr as an unprivileged user. Make sure
that mktexlsr is world-executable. If not, as root, run `chmod a+x
/usr/bin/mktexlsr'

Then run `mktexlsr' as a user. This will create the appropriate hash
file in your home texmf directory.
