I already tried "fmtutil --all", it makes all worse, since pdflatex feels stymied. I had to copy the old pdflatex.fmt into the new web2c dir to get it working. I wondered whether something significantly changed between teTeX 1.9 and 2.0, now it looks like I have to check the cygwin--distribution.
