How on earth is Thomas expected to know that if the file DOESN'T
SAY SO?

It's a well-known fact that this has never been checked manually for
all files, especially the existing ones.

If you don't attach licensing information to your files, it simply
means that they cannot be freely distributed.

But that package also has a proper licensing statement! natbib.dtx
contains the lines:

% This program can be redistributed and/or modified under the terms
% of the LaTeX Project Public License Distributed from CTAN
% archives in directory macros/latex/base/lppl.txt; either
% version 1 of the License, or any later version.
