write access for automatic font generation

The output of `texconfig font rw` isn't completely correct:
`Adding global write permissions in fonts tree:' should mention setting
of sticky bit ;)

Using update 001 for teTeX-2.0 trouble occurs to generate not existing
*.pk files for ordinary users; after removing sticky bit it works.
What is the other solution adding set user ID on execution: Whose
permissions have to be modified? Or am I completely wrong?
