When I did the installation yesterday I did check to ensure that none of
those variables were set.  I guess I could have made a typo though at some
point which gave me the wrong answer or lulled me into a false sense of
security.

Doing "texconfig conf" didn't result in anything that looked obviously wrong
or out of place.

As a result of your suggestion and because it wouldn't take very long, I
repeated the installation process just now, making doubly sure none of those
variables were set.  The end result of this is that both the reported
problems have gone away.  Thus I must have inadvertently had something funky
set despite my checking yesterday.

Sure.  As outlined above, the evidence suggests that there was something
wrong with the search paths at the time of installation yesterday.  I don't
have any way of telling whether it was TEXINPUTS or some other variable
though.  I guess TEXINPUTS is the most likely candidate though.
