Please, check that
  updmap --listmaps
lists lucidabr-k.map.

Please, check that the file echoed by
  kpsewhich pdftex.map
has an entry for hlhr8y, e.g. by running
  grep '^hlhr8y\>' `kpsewhich pdftex.map`

Then, please check that pdftex uses that pdftex.map file that you just
have found to be ok:
  (echo hlhr8y; echo '\table\end') | env KPATHSEA_DEBUG=4 pdftex testfont 2>&1 | grep 'pdftex\.map'

Hm... You explicitly have chosen lucidabr-k.map, so you should have
hlhr8a.pfb. If you have lbr.pfb, then, please use lucidabr.map.
