>From that, I conclude that you have passed
  --prefix=/usr/local/teTeX/
(including the trailing shlash). This causes trouble, because // end up
in places in /usr/local/teTeX/share/texmf/web2c/texmf.cnf where a single shash
should be.

So, I suggest that you replace
  //share -> /share

After that, running
  fmtutil-sys --all
  texlinks
should work.
