because of missing ncurses headers
This has always been a problem. Looking at the code to handle this in
texinfo's configure.ac, it seems rather redundantly strange. (It's
evolved over many years.)
Unfortunately I cannot easily do anything about it, since my original
code worked for me, and I don't have access to the systems which cause
the trouble, and they seem to rather wildly vary, anyway. (SuSE, AIX,
HP-UX, from the notes below.) If anyone has any interest in helping
clean this up, let me know.
As for configure bailing out, I'm not sure it would be a good idea for
configure to omit building info if it doesn't find a library. That
could easily cause even more confusion.
Info does not really care what the terminal library is; it can get along
with very minimal features. You'd think this would not be so difficult ...
